Clerks for three Clerks Class III are the only establishment changes. Salary increments result in a slight increase of 2,277 under Personal Emoluments.

Economies under Other Charges result in a

roduction of $550.

There is a small increase of $1,727 in the

total provision for this department.

A number of supernumerary posts for short

periods are provided for, while retiring officers are on final leave. These include one Senior Surveyor of Ships, two Surveyors of Ships, and one Officer-in-Charge of the Gunpowder Depot. In addition three Clerks Class III have been promoted to vacancies in Class II.

For administrative convenience, floating staff employed by the Public Works Department have been transforred to the control of the Marine Department. These posts comprise two Dredger Masters, two Assistant Dredger Masters, ono Engineer Class II, three Engineers Class III, one Engineer Class IV, four Stokers Class II, one Coxswain Class I, one Coxswain Class II, two Leading Seamen, nine Seamen Class I, and seven Seamen Class II, Certain changes have also occurred in the former cstablishment of floating staff of the Marine Department and posts abolished include one Engineer Class II, one Engineer Class III, two Engineers Class IV, five Stokers Class II and five Seamen Class II. Other posts abolished are two Lighthouse Keepers Class II, two Watchmen, one Head Guard, and six Guards

On the other hand there have been increases of one Telegraphist Signalman and ono Lighthouse Mochanic while certain Watchmen have been regraded as Station Attendants and three Watchmen as Guarus. The total effect of all these changes results in a reduction of $2,145 in Personal Emoluments.

Economies, the most important of which is $50,000 for coal and fucl oil, are made in recurrent expenditure and the only important increase in the provision is an additional $57,000 for moorings and buoys and beacons. The net reduction in Other Charges is $54,000.

Under Special Expenditure provision of $1,500,000 is made for a new fire float.

The inclusion

of this item arises out of the report of the Wing On Godown Fire Commission. Apart from this item, expenditure would show a reduction of $230,660.

Total expenditure under the Marine Department is higher by $1,213,195.
